Providers of social services face a challenging funding environment.  State and Federal agencies are reducing budgets for important programs, and foundations and other philanthropic organizations receive many more requests for financial support than they can fund.

There is an unprecedented emphasis on "outcomes": funders want evidence that their investments in programs addressing the needs of children, parents, families and communities are having an impact.
